Book Description
يتناول هذا الكتاب – التقرير "حال الأمة العربية في 2007-2008، فقد بدأ بأوائل العام 2007 من حيث انتهى التقرير السابق عليه، وامتد بتحليلاته إلى بداية ربيع 2008.
ووفاقاً للمنهج المتّبع في إعداد هذا النسق التقريري منذ سنوات، فإنه ليس عملاً مَسْحيّاً، وإنما يتّبع نهجاً رصدياً لمفاصل الأحداث، ويركز على أهم القضايا من وجهة نظر فريق إعداد التقرير وما نتج من الحلقة النقاشية التي دعا إليها مركز دراسات الوحدة العربية، التي انعقدت في بيروت يوم 25/2/2008.
وعليه، فإن هذا الكتاب – التقرير يتضمن تحليلاً لأحد عشر موضوعاً، تختص الثلاثة الأولى منها بالسياق العالمي والإقليمي لحركة الأمة، فيما تغطي ثلاثة أخرى القضايا الكلية في النظام العربي (من منظور التفاعل بين وحداته، وتطور الديمقراطية، وأدائه الاقتصادي)، فيما تتناول الموضوعات الخمسة الباقية أهم قضايا الأمة في كلّ من: فلسطين والعراق ولبنان والسودان والصومال.
وقد أظهر التحليل في مختلف الموضوعات السابقة تفاقم المخاطر والتهديدات المحدقة بالأمة العربية، سواء كان مصدرها تابعاً من داخل النظام العربي نفسه، أو من بيئته الإقليمية والعالمية. غير أن التحليل أظهر في الوقت نفسه أن قوى المقاومة والتغيير قد واصلت فعلها الإيجابي.
وفي القسم الاقتصادي لحظ التحليل تراجع الاقتصاد الأمريكي، مشيراً إلى أنه سوف يؤثر في مختلف اقتصادات العالم وضمنها الاقتصادات العربية بصورة سلبية عبر آليات التجارة والاستثمار المباشر وغير المباشر والسياحة. ورصد التقرير مواصلة الناتج الإجمالي العربي في العام 2007 زيادته المستمرة منذ العام 2003، المرتبطة أساساً بحركة أسعار النفط. ولاحظ التقرير تباين اتجاهات النمو بين دول ذات اقتصادات سريعة النمو، وثانية متوسطة النمو، وثالثة تشهد تذبذباً شديداً في معدلات نموّها. كما رصد التقرير التلاعب في حساب معدلات التضخم في البلاد العربية، مع الأخذ في الاعتبار أن ارتفاع معدل التضخم يؤدي إلى إعادة توزيع الدخل لصالح الأثرياء وأصحاب حقوق الملكية على حساب الفقراء وأصحاب حقوق العمل.
