"يتناول هذا التقرير حال الأمة العربية في 2006/2007، فقد بدأ بأوائل عام 2006 من حيث انتهى التقرير السابق عليه، وامتد بتحليلاته إلى بداية ربيع 2007، ووفقاً للمنهج المتبع في إعداد هذا التقرير منذ سنوات، فإنه ليس عملاً مسْحياً وإنما يتبع نهجاً انتقائياً يركز على أهم القضايا من وجهة نظر فريق إعداد التقرير. وعليه، فإنه يتضمن تحليلاً لتسع قضايا تبدأ بالسياق العالمي وتنتقل منه إلى محنة النظام العربي، فقضية الديمقراطية في الوطن العربي، ثمّ تطور القضية الفلسطينية، والأوضاع في كلّ من لبنان العراق والسودان والصومال على التوالي، وأخيراً أداء الاقتصادات العربية". "وعلى الرغم مما تحقق في نضال الأمة من إنجازات في النطاق الزمني لهذا التقرير، فليس خافياً أن هذه الإنجازات قد ارتبطت أساساً بقوى المقاومة والممانعة في النظام وليس بقواه الرسمية. ومع أن الرهان على إصلاح النظام العربي الرسمي سواء من منظوره الكلي أو منظور الوحدات المكونة له قد يبدو نوعاً من السذاجة المفرطة، فإن جسامة التحديات التي تواجهها الأمة والمخاطر التي تحيط بها قد تحرمنا من رفاهية إسقاط هذا النظام من اعتبارنا، وقد ثبت على أية حال أن مصالح النظم الحاكمة في دوله قد تدفعها من حين إلى آخر إلى تبني مواقف واتخاذ خطوات لا تفي بطبيعة الحال بمتطلبات إقالة الأمة من عثرتها ووضع أقدامها على بداية طريق النهضة،ولكنها – أي تلك المواقف والخطوات – قد تفيد في وقف تدهور أو تحقيق هدف".
