تهدف هذه الدراسة إلى مناقشة ما تنطوي عليه بعض الإتجاهات التاريخية الحديثة، والواقع الإجتماعي – الإقتصادي – السياسي الراهن في الوطن العربي، من مكامن للخطر على مستقبل الشعب العربي، وعلى هذا تبحث هذه الدراسة في تاريخ الوطن العربي: ماضيه وحاضره ومستقبله، وهي محاولة يهدف من ورائها الكاتب إلى تبيان إنعكاسات الماضي والحاضر على مستقبل الوطن العربي في دراسة تاريخية – تحليلية تسعى إلى توثيق وتمحيص الإتجاهات التاريخية وتطل كذلك على أبعاد المستقبل.
تقوم هذه الدراسة على أن هناك غايات نهائية للشعب العربي، وأنه يمتلك إمكانات، بعضها ثابت والبعض الآخر متغير، يمكن إذا أحسن استغلالها، أن تؤدي إلى الوصول لهذه الغايات. وهذه هي محاور بنيان العمل العربي المشترك، قطرياً كان أو قومياً، فمحاور العمل إذاً تحدد مدى تحقق الغايات، ولكن الغايات في الوقت نفسه، هي معايير لتقييم مدى تقدم العمل العربي صوب الغايات.
هذا التشابك المفهومي هو الإطار الذي تنطلق منه هذه الدراسة من خلال اعتمادها خمسة أسس هي: إشباع الحاجات الأساسية لكل فرد في الوطن العربي، المساواة في التمتع بالرفاهية المادية والمعنوية، التحرر من التبعية للدول المصنعة إقتصادياً، الإستقرار الداخلي للبلدان العربية، الأمن الجماعي لبلدان الوطن العربي.
وفي هذا العمل لم يدرس المؤلف كل قطر عربي على حدة، وإنما أخذ البلدان العربية ككل وحدة للدراسة، أو على الأقل تجمعات من بعض البلدان العربية التي فيها خصائص مشتركة خاصة، كذلك اعتمدت الدراسة على تتبع تطور الأنماط التاريخية في فترة العقدين أو العقود الثلاثة الماضية.
ما يريد أن يقوله المؤلف هو "أن الإمكانية العربية محدودة، وإن عمادها الأساسي هم البشر، وإن هذه الإمكانية تهدر، وإن استمرار إهدارها ينطوي على مخاطر مستقبلية جسيمة".
