دافع نقارة منذ عام 1948 عن حقوق الفلسطينيين الذين تعرضوا للطرد والتشرد، كما دافع خلال عقود عن حقوق أبناء الجليل العرب في القضايا التي رفعوها ضد الحكم العسكري أمام محكمة العدل العليا.
