"تعود فكرة هذا الكتاب إلى آخر قد سبقه، وكما هي الأفكار تولد ناقصة وتستدعي جدلاً من أجل إنضاجها، فقد برزت موضوعة حرية الإعلام، كعمل فكري يستكمل البحث في إطار منظومة القيم والأعراف التي تشكلت وتطورت لاحقاً لحماية حق الإنسان في التعبير عن رأيه بعيداً عن هيمنة القوة، وإستبداد السلطة، وتعسف الرقابة المسبقة واللاحقة، وكان لا بدّ من البحث في جدلية الحرية والقانون كمقدمة تعرض تطور الإعتراف بالحقوق الأساسية للإنسان في الإعلان عن رأيه من دون خوف أو عقاب، إنطلاقاً من حقيقة أن الإنسان لا يمكن أن يكون واعياً وحراً من دون أن يكون جزءاً فاعلاً ومعترفاً به من كينونة المجتمع، وأن ذلك الإعتراف يشكل مقدمة للإعتراف بكل حقوقه اللاحقة وفي المقدمة منها الحق في حرية الرأي والتعبير.
تحمل فصول هذا الكتاب الكثير من النماذج والحالات التي تفضي إلى رسم خطوط الطول والعرض في خارطة حرية الرأي والتعبير، ومهما كان تشاؤمنا مبرراً... في إطار معنى حرية الرأي والتعبير، فإن مسؤولية بناء تلك المنظومة لا يمكن أن نعلقها على شبكة الدولة... فالمسؤولية تتعدى ذلك إلى وسائل الإعلام أيضاً.
