يعالج الكتاب مرضا انتشر وباؤه في انحاء البلاد الاسلامية وغيرها وهو الرشوة وهو داء صعب علاجه لتغلغله داخل هذه المجتمعات لذلك فان هذا الكتاب يظهر الفرق بين الرشوة المحرمة والهدية التي يقبلها الشرع ويحث عليها.
وقد قسم المؤلف الكتاب إلى بابين: الأول في بيان حكم إباحة الهدية وجواز قبولها وهو يشتمل على إباحة أخذ الهدية في السنة النبوية، وقبول النبي صلى الله عليه وسلم الهدية، فالهدية تذهب الحسد والغل والكراهية، ولذلك حث النبي صلى الله عليه وسلم على الهدية في قوله صلى الله عليه وسلم: "تهادوا فإن الهدية تذهب وحر الصدر" ووحر الصدر هو الغل والحسد والحقد، لأن القلوب مشحونة بمحبة المال والمنافع الشخصية، فإذا وصله شيء منها فرح به، وذهب من غمه، ومن هنا فإن الهدية تولد المحبة في القلوب، ولذلك جاء الأمر النبوى بالحث على الهدية وقبولها لما لها من فوائد ومنافع للمسلمين.
وقد بين المؤلف الهبة والهدية في المذاهب الأربعة، بدأ بالمذهب الحنفي ثم انتقل إلى المذهب الحنبلي ثم المذهب المالكي وأخيراً المذهب الشافعي، ثم انتقل إلى الباب الثاني في بيان الرشوة الحرام والفرق بينهما وبين الهدية وبيان ذلك في المذاهب الأربعة.
