هذا الكتاب إحدى ثمرات مشروع مصر 2020 الطموح..ويمثل دراس استخلاصية من أربع دراسات تعالج التنشئة والتعليم الأساسي، والتعليم الثانوي، والتعليم العالي، والتعليم المستمر ومحو الأمية، في محاولة لرسم صورة أكثر شمولاً لنسق التعليم في مصر، وأكثر مراعاة للتداخلات والتشابكات بين الأنساق الفرعية التي تتناولها مجالات هذه الدراسات، وبين النسق المجتمعي وغيره من الأنساق المؤثرة، ثم وضع تصورات عننسق التعليم في مصر في ضوء السيناريوهات البديلة التي يتبناها المشروع، وتشمل: السيناريو المرجعي، سيناريو "الدولة الإسلامية"، سيناريو "الرأسمالية الجديدة"، سيناريو "الإشتراكية الجديدة"، والسيناريو الشعبي "التآزر الإجتماعي".
تنطلق الدراسة من جملة من المسلمات والمنطلقات المنهجية، تتضمن تنظيراً لبعض جوانب التعليم ودراسة لبعض أبعاده المستقبلية، ثم تنتقل إلى تقويم تطور كفاءة نسق التعليم في مصر في ضوء المسلمات السابقة، وذلك من خلال مناقشة مفصلة لتطور الأوضاع الحالية للأنساق الفرعية لنسق التعليم في مصر خلال الفترة من عام 1970 حتى وقتنا الحالي، ثم تعرج الدراسة إلى مناقشة إحدى عشر قضية تعليمية يرى المؤلف أنها ذات أهمية خاصة، ثم إلى الجانب المستقبلي في الدراسة.
والجدير بالذكر أن الكاتب قد قام بمحاولة- أو كما يطلق عليها مغامرة- التوصل إلى تقديرات لمؤشرات كمية أساسية في إطار كل من السيناريوهات المختلفة، تضمنت بصورة رئيسية: المدى الزمني اللازم للقضاء على الأمية، والتدفق التعليمي في مراحل التعليم المختلفة، والإنفاق الكلي على التعليم كنسبة من الناتج المحلي الإجمالي. نأمل أن يسهم نشر هذا الكتاب في إثراء الحوار حول قضية التعليم في مصر، وأن يساعد في تمهيد الطريق نحو بناء نظام تعليم أفضل للمصريين في القرن الواحد والعشرين.
