لم يعد من الوارد النظر إلى التعليم العالي على أنه "تعليم الصفوة " أو انه يمثل مرحلة منتهية من التعليم ، ذلك أن التغيرات المعرفية والتكنولوجية المعارصرة والمستقبلية تفرض النظر إليه على أنه يمثل مجرد مرحلة تعليمية في إطار عملية مستمرة "للتعليم المتجدد" ، تبدأ منذ ميلاد الإنسان وتنتهي بوفاته ، كجزء من عملية بناء "المجتمع المتعلم". إن استجابة دول العالم - ومن بينها مصر - للتغييرات المعاصرة في التعليم العالي ، والتى جاء بعضها كرد فعل لحركة الطلاب في فرنسا عام 1968 وللشعارات الجديدة المرفوعة (مثل " التعليم العالي للجميع") تختلف وتتباين وفقا للنظام السياسية الاقتصادي الاجتماعي ولأوضاع التنمية البشرية فيها ، كما أن أوضاع التعليم العالى في المستقبل تختلف وتتبادين أيضا باختلاف السيناريوهات المجتمعيةالقائمة فيها. ونكرر في هذا السياق دعوتنا إلى إثارة أكبر قدر من الحوار حول ما طرحناه من تقديرات وعن أوضاع التعليم والأوضاع المجتمعية في مصر بعامة بل وعن الأوضاع الإقليمية واعالمية ، فإن ذلك هو المدخل الأساسي لتنمية رأى عام مهتم بالمستقبل يتحفز لمواجهة تحدياته ولبلورة منهج جديد في إدارة شئون المجتمع وهذه من الأمور التى تجئ في مقدمة أهداف مشروع مصر 2020 .
