أصبحت جريمة الإرهاب ظاهرة خطيرة تهدد الحياة اليومية للإنسان في أي مكان وأي وقت في أنحاء هذا العالم، ويتجلى ذلك في التزايد الكمي الملحوظ - في الآونة الأخيرة - في العمليات الإرهابية وتنوع صورها وإتخاذها أشكالاً متعددة وإمتدادها إلى مختلف بلدان العالم رغم إختلاف توجهاتها السياسية أو إنتماءاتها الأيديولوجية.
وهذا ما يؤكد فساد الإعتقاد الذي ساد لفترة من الزمن والذي اعتبر أن الأعمال الإرهابية تقتصر على بعض الدول التي تعاني من قلاقل سياسية أو توترات عرقية أو دينية؛ ومما لا شك فيه أن وضع تعريف محدد لجريمة الإرهاب وأفراد أحكام موضوعية وإجرائية خاصة بها سيسهم إسهاماً مباشراً في إرساء التطبيق الصحيح للقانون عليها تمهيداً لوضع إستراتيجيات واضحة لمكافحتها، إلا أنه إزاء إختلاف مصالح الدول، فقد قامت بتطويع تشريعاتها الجنائية بحيث تكون متفقة مع منظورها إلى الفعل الذي يشكل الجريمة الإرهابية، مما أدى إلى النهاية إلى عدم تطابق بين الدول بخصوص تحديد جريمة الإرهاب في كل منها.
وبعيداً عن المنظورين السياسي والأمني في دراسة جريمة الإرهاب كان لزاماً على أهل القانون الجنائي وضع دراسة للإرهاب كجريمة لا كظاهرة فقط، وصولاً لوضع الحلول المثلى لمكافحة هذه الظاهرة، وهذا ما دفع الباحث لإختيار هذه الموضوع كدراسة له؛ حيث أنه قسم هذه الدراسة على النحو التالي: الفصل الأول: ماهية جريمة الإرهاب، الفصل الثاني: الأحكام التفصيلية لأركان جريمة الإرهاب، الفصل الثالث: أحداث 11 أيلول وتفجيرات عمان 2005 وإنعكاساتها على مكافحة جريمة الإرهاب وطنياً ودولياً، الفصل الرابع: التدابير والوسائل العملية والقانونية الوطنية لمكافحة جريمة الإرهاب "خاصةً بعد أحداث سبتمبر وتفجيرات عمان 2005"، الفصل الخامس: التدابير والوسائل العملية والقانونية الدولية لمكافحة جريمة الإرهاب "خاصة بعد أحداث 11 سبتمبر وتفجيرات عمان 2005".
