يهتم هذا الكتاب بدراسة أنواع العقوبات والمؤسسات العقابية في التشريع الجزائي اللبناني، وقد مهد لذلك بمقدمة عامة اشتملت على مفهوم العقوبة وتطورها ودورها في مكافحة الجريمة، والطابع الردعي والتأهيلي لها، والغرض من فرضها الذي يتمثل في جوهره في فكرة تحقيق العدالة في المجتمع عن طريق عقاب الجاني لما أحدثه فعله من أضرار مادية أو معنوية، إذا ما توافرت لديه عناصر المسؤولية الجزائية التي تقوم في أساسها على حرية الإرادة والوعي والاختيار.
وقد تناول القسم الأول دراسة أنواع العقوبات التي تندرج في إطار الجنايات والجنح والمخالفات. أما القسم الثاني فقد خصص لدراسة ظاهرة الجريمة على المستوى الدولي، وعلى صعيد التشريع الداخلي على أساس أن تشابك الاتصالات وتطورها في العصر الحديث فرضت بحث سياسة تعتمد على التصدي لها بكافة الوسائل لما تسببه من آثار سلبية على رفاهية المواطنين، وعلى خطط التنمية في العالم بأسره وعلى استقراره وأمنه.
وقد تطرق إلى أكثر الجرائم خطورة على الصعيد الدولي والتي جرمتها التشريعات أيضاً على الصعيد الداخلي، ومن هذه الجرائم الأفعال الإرهابية، وخطف الطائرات، وخطف السفن، وخطف الأشخاص، أو تعذيبهم، وأفعال التمييز العنصري والتمييز ضد المرأة، وجرائم الحرب والإبادة، وجرائم البيئة، وجرائم المخدرات، وقد لاحظنا مدى التنسيق والتعاون بين الدول الذي تحقق في كافة المجالات من أجل التصدي لهذه الجرائم ومكافحتها.
