ن الدولة الحديثة ومنذ أن نشأت التزمت بتحقيق وظائف ثلاث : هي الأمن الداخلي، والخارجي، وفض المنازعات بين الافراد، وقد اتخذت دولة القانون التشريع وسيلة للمواجهة أو المكافحة، ويحيث تتم في اطار القانون. والارهاب في حفيقة الأمر ليس جريمة قائمة بذاتها، فهو لا يخرج عن كونه قتلاً أو ايذاء أو خطفا أو تدميرا للممتلكات، إلا أن أيا من تلك الجرائم يمكن أن ترقى إلى مصاف الجريمة الارهابية، إذا كانت تمتاز بوجود جانب فكري لدى مرتكبها من ناحية، الأمر الذي يحيد الدوافع الشخصية عنها، كما امتازت بعموم خطرها وامتداد الضرر الناتج عنها في حال وقوعها. وقد حاول المؤلف عرض النظام القانوني للمواجهة التشريعية لجريمة الارهاب من خلال التعريف بماهية الجريمة الارهابية اولاً، ومن ثم البحث في تبيان أركانها وأركان الجرائم الملحقة بها، والقيام باستعراض الجانبين الموضوعي والاجرائي للمواجهة التشريعية للجريمة الارهابية. وعليه فإن المؤلف قسم هذا الكتاب إلى أربعة فصول تناول الأول منها ماهية جريمة الارهاب، وتناول الثاني أركان الجريمة الارهابية والجرائم المرتبطة بها، وتناول الثالث القواعد الموضوعية الناظمة لمكافحة الارهاب، وتناول الرابع القواعد الاجرائية الناظمة لمكافحة الارهاب.
