يتضمن هذا العقد وجهين بارزين: وجه تنموي متطور، يقوم على اختصاصات علمية وفنية من أهمها: نقل التكنولوجيا، وإنشاء المصانع وتجهيزها، وتقديم المساعدة الفنية والمادية. ووجه قانوني يقوم على القواعد العامة في العقود الخاصة والإدارية، ومنها: قواعد استحالة التنفيذ، والظروف الطارئة ونظام التنازع، ومسائل الضمان، وسواها.
حاولنا في هذا الكتاب أن نوجز هذه القواعد جميعاً، وسواها من القواعد على أمل إعطاء فكرة واضحة عن هذا العقد.
