في التمهيد لهذه الدراسة، عرضنا لأهمية الصحافة في الحياة المعاصرة التي أصبح العالم فيها "قرية صغيرة" معولماً بحكم الوقت والظروف حتى بات بالإمكان تداول المعلومات بسرعة فائقة بفضل التطورات التكنولوجية الهائلة التي شهدها العصر الحديث، فضلاً الخصائص السلبية التي يتسم بها النظام الصحافي السلطوي والمميزات التي يتسم بها النظام الليبرالي.
وتناول الفصل الأول من هذه الدراسة مفهوم حرية الرأي والتعبير بصورة عامة، وعلى النطاقين الدولي والدستوري، فضلاً عن أشكال هذه الحرية وأبرزها الصحافة ومفهومها وأهميتها، وتعريف الصحافيين وحقوقهم وواجباتهم، كما أسلفنا.
وعمدنا في الفصل الثاني من هذه الدراسة إلى مقارنة الوضع التشريعي في الأردن بالدول العربية من جهة، وبالدول الأوروبية والولايات المتحدة الأمريكية من جانب آخر، قبل أن نختم في فصل ثالث حول مواءمة حرية الصحافة في التشريع الأردني للمعايير الدولية، ومدى اتفاق التشريعات القانونية التي تتعلق بالعمل الصحافي مع هذه المعايير، فضلاً عن الواجبات الملقاة على الدولة حال عدم اتفاقها.
