الحرية، تلك الكلمة التي تهواها النفوس، وتتوق لها الروح لطبيعة البشرية المجبولة على هذا المكون الأساسي من مكونات الحياة الإنسانية فهي حق أساسي من حقوق الإنسان، وأبرز صورها حرية الرأي والتعبير، التي يعبر الإنسان من خلالها عن كل ما يجول في خاطره ويختلج في صدره. والإنسان، وهو يبحث عن التقدم، والتطور، وجد أن هذه الحرية لا يمكن ان تقوم بلا ضمانات ابرزها الحق في الحصول على المعلومات، حتى تتوفر له القدرة على "نقد" أي خلل في مجتمعه، وبالتالي بناء هذا المجتمع، وتطويره، وإعلاء أركانه، عبر التركيز على الخلل ومعالجته حتى لا يستشري، وتصبح المعالجة عقيمة. وليس هذا فحسب بل يتعلق هذا الحق بجوانب حياتيه تمس معيشة الإنسان بصورة مباشرة، لا بل أعماله وتصرفاته، فلهذا الحق دور أساسي في تشجيع التنمية، وتطوير الاستثمار، خصوصا في المجتمعات التي تشهد تطوراً وانفتاحاً إستثماريا، مع ذوبان الحدود بين الدول كنتيجة حتمية للعولمة، وتنوع مصادر المعرفة، وانتشارها. ولأن هذا الحق حق إنساني بحت، فقد نصت عليه العهود، والمواثيق، والاتفاقيات الدولية، وحددت معالمه، كما جعلته هو القاعدة، وأشارت إلى الاستثناءات التي ترد عليه، إضافة إلى كونه حقا هاماً، وأساسياً، في مهنة الصحافة التي توصف بأنها "سلطة رابعة" لرسالتها الراقية في التنوير، والبحث عن الحقيقة في لب الموضوع.
