يهدف هذا الكتاب إلى تأصيل إسلامي لمصطلح "التعددية الحزبية"، وأيضًا لمصطلح "الدولة الإسلامية" عارضًا آراء العلماء والفقهاء والمفكرين الإسلاميين عن حكم الإسلام في إقامة الأحزاب وتعددها، وهل عرفت الدولة الإسلامية في تاريخها القديم والحديث هذه الأحزاب السياسية؟ وهل كانت الأحزاب في القديم على نفس شاكلة الأحزاب في العصر الحديث؟ كما يعرض مقارنات ومقاربات بين المنظورين الإ سلامي والغربي، من ناحية المصطلحات والمفاهيم، أو الناحية النظرية، وكذلك من ناحية التاريخ الواقعي أو الناحية العملية، فبال ضد تتميز الأشياء، وكان لا بد من إسقاط قضايا الكتاب على الواقع الذي نعيش فيه والمستقبل الذي نصبو إليه.
