بما أن انحراف الحدث مؤشر على خطورة اجتماعية أو شروع بجريمة فقد جاء هذا الكتاب لتناول هذا الجانب محدداً الجهات التي أناط بها القانون مسؤولية التعامل مع الحدث في مرحلتي الاستدلال والتحقيق الابتدائي مع الإشارة إلى الإجراءات التي خص بها القانون الأحداث وميزهم بها عن البالغين مقارنة مع الإجراءات الموازية المعمول بها في القوانين العربية الأخرى فضلا عما خلصت إليه نتائج بعض الدراسات المحلية والدولية من أفكار بهذا المجال.وعليه فقد تناول الكتاب في فصوله الخمسة هذا الموضوع ممهداً له بضبط المصطلحات الخاصة به ليلج بعدها إلى الموقف التشريعي لملاحقة جناح الأحداث في ضل قانون الأحداث الأردني والقوانين الأخرى متناولاً أيضا النطاق الإجرائي لمراقبة الأحداث قضائياً وأبرز ما خلصت إليه الدراسات الإنسانية بهذا الخصوص ونظراً لأهمية هذا الموضوع فقد أجرى الكتاب تقديراً وتقويماً لجملة الإجراءات المتبعة على الحدث الجانح في ظل القانون المقارن والبحث العلمي وتجارب الدول المتطورة واضعاً في النهاية بعض التوصيات والمقترحات للحد من جنوح الأحداث.
