وقبل انضمامه إلى الأونروا، كان يعمل لدى مجلس اللاجئين الهولندي.

أنتج الصراع بشأن فلسطين إحدى أكثر الأزمات مأساوية في حقبة ما بعد الحرب العالمية الثانية، إذ استمر عدم الاهتمام بإيجاد حل لقضية نحو أربعة ملايين لاجئ فلسطيني أكثر من نصف قرن، وعلى الرغم من أن عملية السلام في مدريد وفي أوسلو، خلال التسعينات من القرن الماضي، أنعشت الآمال بأن تسوية ما أصبحت قريبة المنال، فإن تعطيلها فيما بعد جعل أي حل وشيك بعيداً جداً عن التحقق.
