لقد تزامنت ظاهرة اللجوء مع النزاعات والصراعات السياسية والاثنية وغيرها، وهي أبرز ما تتجلى من ظواهر تصاحب الحروب وتهدد السلامة والأمن الفردي والجماعي، ولهذا السبب تعد مشكلة اللاجئين في العالم من أكثر القضايا المعروضة على المجموعة الدولية تعقيدا، حيث أن هناك الكثير من اللاجئين اليوم في العالم يحتاجون إلى الرعاية والملاذ والأمن والاستقرار، فضلا عن حاجتهم إلى الخدمات الإنسانية الأخرى. ومنذ اندلاع الحرب العالمية الأولى تكاثر عدد الفارين والنازحين إلى أماكن أخرى بحثا عن الحماية والأمن والطمأنينة بسبب ما يعانونه من اضطهاد وقهر واستبداد وإهدار لحقوق الإنسان , وأصبحت أعداد اللاجئين الكبيرة مشكلة سياسية واقتصادية فضلا عن اعتبارها مشكلة إنسانية ترتب على المجتمع الدولي مسؤوليات أكيدة للنهوض بمهمة توفير الحماية لهؤلاء الفئات من الأشخاص ومساعدتهم في وضع الحلول النهائية لمشاكلهم
