دينيس روس (بالإنجليزية: Dennis Ross ) هو مستشار في معهد واشنطن. وزميل في برنامج الزمالة زيغلر. كان السيّد روس الرجل الأول لعملية السلام في الشرق الأوسط أثناء ولاية إدارة كل من جورج بوش الأب وكلينتون، حيث كان يعمل عن كثب مع وزراء الخارجية جيمس بيكر ووارن كريستوفر ومادلين أولبرايت. وقد قام بدور الوسيط في مساعدة الفلسطينيين والإسرائيليين للوصول إلى الاتفاق المؤقت عام 1995؛ كما توسط اتفاقية الخليل عام 1997 وقام بتسهيل معاهدة السلام الأردنية - الإسرائيلية.

في هذا الكتاب الغنيّ بالمعرفة والمثير للإهتمام يبرهن دنيس روس، المفاوض المعروف في عملية السلام، أن مشاكل إدارة بوش تنبع من عجزها عن إستخدام أدوات فن الحكم، الدبلوماسية والإقتصادية والعسكرية، لخدمة مصالح أميركا القومية.
وفن الحكم قديم بقِدَم السياسة، فقد كتب عنه أفلاطون ومارسه مكيافيلي، ومع أن البعض قد رأى، بعد إنتهاء الحرب الباردة، أن هذا الفن في طريقة إلى الزوال، فإنّ روس يرى أننا في عصر العولمة هذا ومع إنفتاح الحدود بين الدول وتوسع شبكات الإرهاب وإزدياد العنف فإننا أحوج ما نكون إلى فن الحكم، ولا سيّما لحفظ السلام.
ويوضحُ روس، بأسلوب مُشرق نابض بالحياة، كيف أنّ ممارسة فن الحكم بشكل ناجح أتاحت تشكيل عالم جديد بعد عام 1989، ويُظهر أنّ إخفاق الأداء في العراق وفي الشرق الأوسط عموماً قد أضعف مكانة أميركا على الساحة الدولية.
ويؤكّد روس أن إستعادة الممارسة الصحيحة لفن الحكم هي السبيل الوحيد لإحتواء صعود الصين ومواجهة مخاطر تحوُّل إيران إلى دولة نووية؛ ويعتمد روس على خبرته الشخصية لكشف أسرار نجاح المفاوضات، ويوضح الطريق التي يجب أن يسلكها الرئيس القادم ليحلّ مشاكل اليوم ويحدّد معالم سياسة أميركية خارجية تجمع بين الطموح والواقعية.
إنه كتاب لا غِنى عنه لكل من يهتمّ بالسياسة الخارجية بشكل عامّ، وبسياسة أميركا وأبعادها العالمية بشكل خاص.
