قليلاً ما حظيت الحركات الإسلامية في الكويت بالدراسة والبحث كما حظيت بهما تلك الحركات في بلدان عربية أخرى، على الرغم من عمق تجربة هذه الرحكات في الكويت ومن تجذر مكانتها في المجتمع الكويتي، وبالتالي من موقعها في النظام السياسي الكويتي أو على مشارف هذا النظام؛ فخلافاً للحركات الإسلامية الفاعلة في الوطن العربي، وبخاصة في شبه الجزيرة العربية، تشارك الجماعات الإسلامية في الكويت في الحياة السياسية المحلية مشاركة كلية في سياق يكون فيه القمع استثنائياً.
يهدف هذا الكتاب إلى فهم الحالة الاستثنائية للإسلام السياسي الكويتي داخل النظام السياسي. وهو يسعى لفهم طرائق عمل هذا النظام المعقد وغير النمطي في السنوات الخمسين الأخيرة من خلال تعبئة الحركات الدينية وتكييفها ضمن استراتيجيات وصياغات جديدة تبنى عليها مشاركتها السياسية.
يبحث الكتاب في عدة تساؤلات؛ كيف يتم شرح تسييس الإسلاميون الكويتيين ومشاركتهم المؤسسية، في حين أنه في دول المناطق المجاورة الأخرى، كانوا قد استبعدوا لفترة طويلة من العملية السياسة؟ وإلى أي مدى تكون البيئة السياسية الداخلية والاقتصادية والاجتماعية عاملاً محدداً لحشد الحركات الإسلامية ضمن نطاق مألوف؟ وهل تتلاعب البنية المؤسسية بطريقة المشاركة السياسية؟ ولماذا أضفي على الجماعات الإسلامية في الكويت الطابع الرسمي ويعمل قسم كبير منها حول منظمات رسمية؟ ولماذا تعد العلنية في الكويت أقل خطورة من أي مكان آخر؟.
