تحت دعوى تحديث التعليم لمواكبة عصر المعرفة والمعلومات، بدأت تنتشر في مصر وبعض الدول العربية المدراس الأجنبية التى تقوم بتدريس مناهج أمريكية وإنجليزية وكندية كل حسب الدولة التابعة لها. وعلى الرغم من اهتمام الدول بالتعليم بل جعله محور الأمن القومى للدور الذى يلعبه فى النظم السياسية والاقتصادية والاجتماعية إلا أن أحدا يلتفت لخطورة النتائج المترتبة على انتشار هذه المدراس بشكل قد يهدد الأمن القومى. فمهما كان تقدم النظام التعليمى فى مجتعه ، فإنه لا يمكن ان يتم الاستعانةبه أو نقل النظام التعليمى أو أحد عناصره، وإذا تم النقل فإن ذلك يمثل بيئة دخلية على المجتمع مما يؤدى بالتبعية إلى وجود نمط مشوه لا يتناسب مع البيئة المنقول إليها. كما أن كل نظام تعليمى يتضمن قيما إنسانية عامة تصلح لكل مجتمع، وكذلك يتضمن قيما خاصة تميز المجتمع الذى تنتمى إليه، وأهم هذه القيم قيم الولاءوالانتماء، والقيم الاجتماعية المميزة لكل مجتمع وهى القيم الدينية والأخلاقية التى تمثل الثوابت الهامة للمجتمع.
