يقدم المؤلف دراسة شاملة للأحكام الموضوعية لمكافحة الفساد في اتفاقية الأمم المتحدة لمكافحة الفساد ، بداية من الإطار العام الذى تضمنته الاتفاقية لمكافحة جرائم الفساد ، ومرورا بشرح الركائز الرئيسية لهذه المكافحة والمتمثلة في أحوال التجريم وإنفاذ القانون على أشكالها المتعددة ، وذلك من خلال تتبع المنهج التشريعي الذي انتهجته هذه الاتفاقية لنطاق التجريم ،وأحكام ووسائل إنفاذ القانون ، والتدابير الوقائية التى تضمنتها الاتفاقية ، وانتهاءً ببيان السياسة العقابية لجرائم الفساد التى تبنتها الاتفاقية والأحكام القانونية الخاصة بالمسئولية الجنائية للشخص المعنوي.
كما عرض المؤلف ـ من وجهة نظره العلمية والعملية ـ أسس فهم النص القانوني في الاتفاقية وآثاره في التطبيق التشريعي الداخلي ، ودراسة نقدية تحليلية لأحكام التجريم وقواعد إنفاذ القانون التى اشتملت عليها الاتفاقية .
واستعرض المؤلف بدراسة تفصيلية للأحكام الموضوعية لمواجهة جرائم الفساد فى التشريع المصرى ، فتناول الأحكام العامة للمسئولية الجنائية ، وتطبيقات هذه الجرائم من خلال الترسانة التشريعية التى يذخر بها فى مكافحة كافة صور جرائم الفساد التى تضمنتها اتفاقية الأمم المتحدة لمكافحة الفساد ؛ وبين أن المشرع المصرى قد ذهـب فى سبيل مكافحته لجرائم الفساد إلى أبعد مما ذهبت إليه اتفاقية الأمم المتحدة حيث جرم صوراً كان يجب على الاتفاقية تجريمها ضمن المنظومة العقابية لمكافحة الفساد ومن أهمها جرائم الاستيلاء على المال العام والإضرار العمدى به .
ولا شك فى أن هذا المؤلف بما اشتمل عليه من دراسة تأصيلية متعمقة للقواعد الموضوعية لجرائم الفساد على المستوى الدولى والوطني سوف يعين القارئ فى التعرف على الإبعاد القانونية لهذه الجرائم ، ويسهم بشكل فعال فى تيسير فهم جهات إنفاذ القانون لإحكام التشريع المصرى ، ويسد مع غيره من المؤلفات النادرة فراغا فى المكتبة القانونية يساعد كافة الباحثين والمتخصصين فى هذا المجال .
