ينطلق من قراءة وضعية للاحوال العربية الراهنة وعلاقتها بمسألة الحرية التي ما عادت شأناً يمكن الاختلاف عليه، بل صارت أمرًا يحظى بالتسليم إلى حد كبير. ويلاحظ الكاتب ان المسارات السياسية التي سلكتها التغيرات العربية التي انطلقت في بدايات العقد الثاني من القرن العشرين لم تصب في مجرى التغيير الحقيقي المنشود، وأن الإشكالية التي ظهرت في خضم هذه المتغيرات هي مدى اتساق الحرية والمسا ينطلق من قراءة وضعية للاحوال العربية الراهنة وعلاقتها بمسألة الحرية التي ما عادت شأناً يمكن الاختلاف عليه، بل صارت أمرًا يحظى بالتسليم إلى حد كبير. ويلاحظ الكاتب ان المسارات السياسية التي سلكتها التغيرات العربية التي انطلقت في بدايات العقد الثاني من القرن العشرين لم تصب في مجرى التغيير الحقيقي المنشود، وأن الإشكالية التي ظهرت في خضم هذه المتغيرات هي مدى اتساق الحرية والمساواة كمفهومين متداخلين ومتجاذبين، في الوقت الذي ظلت العدالة تتذبذب بينهما، ويرى الكاتب أن من الصعب بناء مجتمعات واقتصادات مغايرة للاستبداد والفكر الأحادي، وعادلة اجتماعيًا، ومزدهرة اقتصاديًا على أسس النيوليبرالية، ولا سيما بعد الأزمة المالية العالمية الراهنة، فالمجتمعات العربية ليست ا
