إن العلاقة بين التعددية والانفرادية في إدارة شؤون العالم علاقة جدلية، لا ترتبط فقط بأبعاد فلسفية وأخلاقية، ولكنها ترتبط أكثر بكيفية نظرة الدول الكبرى إلى مصالحها الوطنية، التي توظف التعددية والانفرادية لخدمتها. ورغم أن العولمة وأحداث 11 سبتمبر أكدتا صعوبة هيمنة قوة دولية واحدة على شؤون العالم التي أصبحت أكثر تنوعاً وتعقيداً، فإن توجه الإدارة الأمريكية كان نحو الانفراد. ولا تستند الهيمنة الأمريكية إلى التفوق العسكري وحده، ولكنها تستند أساساً إلى حالة الرضا المؤسسي العالمي؛ إذ توجد مصلحة لجميع الدول الكبرى في استقرار المؤسسات التي ساهمت الولايات المتحدة الأمريكية بقوة في إنشائها وإدامتها، وتوفير الحماية الأمريكية والدعم للنظم الصديقة، واستقرار قيمة الدولار، وإمكانية اقتحام السوق الأمريكية. ولذا تحتكر الولايات المتحدة الأمريكية إمكانية الخروج على بعض القواعد المؤسسية أو القانونية الدولية المهمة إذا اقتضت مصلحتها ذلك. وعلى الرغم من التوجهات الانفرادية الأمريكية، فلا يمكن إنكار فاعلية الأطراف الدولية الأخرى في الشؤون الدولية، ويرى البعض أن العالم يسير باتجاه القطبية المتعددة، وخاصة في المجالين الاقتصادي والتقني. ومازالت الأمم المتحدة هي المنظمة الرئيسية في العالم، وتلعب أدواراً عالمية بالغة الأهمية من خلال منظماتها العالمية المتخصصة، وقد تم إنجاز جوانب متنوعة من عملية إصلاحها، ومازال الآخر في سبيله للتحقق.
