أثارت المقارنة بين السياسة الخارجية القائمة على "المصالح" وتلك القائمة على "القيم"، كثيراً من الجدل بين الباحثين والممارسين الغربيين. ولكن لا يُقصـر استيراد هذه الاتجاهات على الغرب الديمقراطي، فالعالم العربي جزء من المجتمع الدولي؛ ولهذا فإن النقاش الدائر عالمياً حول الموازنة بين "القيم" و"المصالح" في العلاقات الدولية، يتردد صداه بقوة في العالم العربي، وإن كان نطاق ذلك وطبيعته وسـرعته رهناً بظروف تنفرد بها المنطقة العربية في هذه المرحلة من التاريخ؛ فبالنظر إلى تزايد فوضـى الوصول إلى المعلومات، لن يعود في وسع القادة العرب عزل شعوبهم عن الأحداث الدولية والإقليمية، وسيضطرون إلى التعامل بشكل متزايد مع بعضهم بعضاً على المدى القريب لا المدى البعيد. تحاول هذه المحاضـرة، عرض مخطط أولي لوتيرة النماذج المتغيرة في تطور العلاقات العربية-العربية، وشكلها والآثار المترتبة عليها، وتقترح - كذلك - قرارات يجب على القادة العرب اتخاذها معاً للتصدي للتحديات والفرص الجديدة التي تواجه العالم العربي؛ لإعادة رسم معايير للقيم والمصالح والأولويات التي تستند إليها سياساتها الخارجية لتساير توجهات الرأي العام على نحو أفضل، أو لا تتعارض - على الأقل - وإياه. كما تقترح هذه المحاضرة إعادة تصوّر علاقات الدول العربية مع المجتمع الدولي، وكذلك داخل العالم العربي نفسه، وتنفيذها بمختلف أطقم الأدوات والمهارات اللازمة.
