في أفغانستان كغيرها من مناطق العالم التي تسودها الصراعات، أو التي لم تتخلص كلياً من مخلفات صراعات سابقة، تتلاشى الاختلافات بين الحرب والسلام، وبين الحرب والممارسات الإجرامية، والمقاتلين والمدنيين. وتأسيساً على هذه الحقيقة، فإن قوى الأمن الدولية في هذه المناطق المتوترة تواجه عادة، لاعبين مختلفين وأطرافاً فاعلة كثيرة، فهي تتصدى لقوى أمنية حكومية، ومتمردين أعلنوا الثورة والعصيان المسلح، وإرهابيين، ومجرمين، وميليشيات مسلحة، ومتظاهرين ومحتجين مدنيين. هذه الوضعية تجعل القوات الدولية المكلفة بتنفيذ تدخلات خارجية أمام العديد من التحديات الأساسية؛ وبصورة خاصة فيما يتعلق بالشفافية حول استخدام ما لديها من وسائل عنف وأساليب إكراه تعطي الدفاع عن النفس الأولوية القصوى لحماية نفسها في المناطق التي تعمل فيها. تسعى هذه الدراسة إلى أن تقدم وصفاً مستمداً من أرض الواقع للمعضلات التي تواجه مساعي ألمانيا لتحديد المقدار "السليم" من استخدام وسائل القوة والإكراه في أفغانستان. كما ترصد الجانبين العملياتي والتكتيكي وتحللهما، وهنا تصبح قوات التدخل الدولية مطالبة ليس بخوض الحرب مع خصوم مسلحين فقط، بل يتعين عليها أن تكون قادرة على التخفيف من شدة التوترات ومؤهلة لتنفيذ واجبات أيضاً، مثل: مكافحة الجماعات الإرهابية والجريمة المنظمة، وعلى العمل ضمن وحدات محدودة العدد وصغيرة الحجم. فالمرونة تقتضي منها الاضطلاع بالمهمات التي تنهض بها عادة وحدات الشـرطة المحلية أيضاً، من أجل التكيف مع الشـروط السائدة في مناطق الصـراع والحروب الأهلية.
