يبدو مستقبل مجلس الأمن التابع للأمم المتحدة على الأمدين المتوسط والطويل غامضًا أكثر من أي وقت مضى منذ أن انتهت الحرب الباردة، فقد بدأ عهدٌ من التفاؤل غير المسبوق بدور المجلس في المستقبل. ولذا فعلامة الاستفهام هي أهم ما ورد في عنوان هذا البحث الذي يحاول تناول تأثير المجلس في السياسة الدولية والقانون الدولي في السنوات الأخيرة. وينقسم النص إلى جزأين، يحاول الجزء الأول وضع المجلس في السياق السياسي لما بعد الحرب الباردة ثم ينتقل إلى بحث النهج الأمريكي المتغير تجاه التعددية بشكل عام والأمم المتحدة بشكل خاص. كما أنه يبحث الولع الذي بدا في الآونة الأخيرة بمفهوم "الإمبراطورية الأمريكية"، ويبيّن ردود فعل الحكومات الأخرى، ولا سيما الحكومات الأوروبية، تجاه النفوذ الأمريكي داخل المجلس. أما الجزء الثاني فيتحدث عن الأطراف المؤثرة في المجلس، وعن ردود أفعالها إزاء التحديات الجديدة التي تواجهها.
