إن أي استشراف على المديين المتوسط والبعيد لمستقبل مجلس الأمن التابع للأمم المتحدة يبدو الآن أكثر التباساً مما مضى منذ أن فتحت نهاية الحرب الباردة الباب على عصر من التفاؤل غير المسبوق حيال الدور المستقبلي لمجلس الأمن. ومن هنا، فلعل علامة الاستفهام ستشكل الجزء الأهم من عنوان هذه الدراسة التي تسعى للبحث في تأثير المجلس على السياسات والقانون الدوليين عبر السنوات الأخيرة.
فمن خلال قراراته التي اتخذها على مدى السنوات الخمس عشرة المنصرمة، وعلى الرغم مما اتسمت به من ارتجال وتناقض كبيرين، فإن المجلس-سواء بحسن نية أو عن سوء قصد-قد أضعف إلى حدّ كبير أسس المفاهيم المطلقة لسيادة الدولة، وأحدث تغييراً جوهرياً في الطريقة التي اعتاد الكثير منا أن يرى من خلالها العلاقة بين الدولة والمواطن في العالم كله. وتساند هذه الدراسة وبقوة وجهة نظر البروفيسور توماس م.فرانك القائلة بان ميثاق الأمم المتحدة لا بد أن يكون-وكما تراه غالبية الأطراف الفاعلة في الأمم المتحدة-"شجرة مفعمة بالحياة".
ومع ذلك، فإن سلطة المجلس وشرعيته باتتا موضع تساؤل وتشكيك متزايدين حين أخفق خلال الجزء الأكبر من عام 2003 في التوصل إلى تسوية بشأن قضية العراق الأكثر إثارة للخلاف قياساً على القضايا المطروحة على جدول أعماله. وقد يغدو من المستحيل التأمل ملياً وبجدية في وضع مجلس الأمن دون الأخذ في الحسبان السياسة الخارجية للولايات المتحدة الأمريكية في ضوء موقعها الجديد بوصفها القوة العسكرية العظمى في عصرنا هذا دون منازع.
وهي-لذلك-ستحتل موقعاً متميزاً في هذا البحث المؤلف من جزأين؛ أولهما يسعى لتحديد موقع المجلس في البيئة السياسية لحقبة ما بعد الحرب الباردة لينتقل من ثم إلى مناقشة أسلوب تعامل الولايات المتحدة الأمريكية مع نزعة "المشاركة المتعددة الأطراف" بعامة، ومع الأمم المتحدة بخاصة، إضافة إلى تناول الافتتان الذي شاع مؤخراً بفكرة "الإمبراطورية الأمريكية"، والشكل الذي اتخذته ردات فعل حكومات أخرى-والأوربية في مقدمتها-حيال القوة الأمريكية في إطار مجلس الأمن. أما الجزء الثاني فيتحول من إدراك اللاعبين الدوليين في المجلس إلى معالجة استجابات هؤلاء للتحديات الجديدة التي تواجهه.
