على الرغم من أن برنامج إيران السري لدورة الوقود النووي انطلق منذ عام 1985، فإن الحجم الكلي للبرنامج لم يعلن عنه إلا في عام 2002، حين نُشرت تفاصيل عن منشأتين نوويتين لم تكونا معلنتين في السابق. وفي عام 2003، وخوفاً من أن تركز الولايات المتحدة اهتمامها على تغيير النظام في طهران، أجرت إيران اتصالات بواشنطن بهدف التوصل إلى اتفاق حول الملف النووي، غير أن الولايات المتحدة رفضت مغازلات طهران، وذلك لوجود أدلة على تورط بعض كبار مسؤولي القاعدة المقيمين بإيران في سلسلة من التفجيرات بالمملكة العربية السعودية. وواصلت الولايات المتحدة جهودها لتشن حملة لإقناع الوكالة الدولية للطاقة الذرية بأن تتبنى قراراً يهدد بإحالة إيران إلى مجلس الأمن بسبب انتهاكات سابقة لاتفاقية الوكالة الدولية للطاقة الذرية بشأن الضمانات النووية. ولكي تتجنب الإحالة إلى مجلس الأمن، توصلت إيران إلى اتفاقية مع مجموعة الدول الأوروبية الثلاث، بريطانيا وفرنسا وألمانيا، وذلك في أكتوبر/تشرين الأول 2003، لتسوية انتهاكاتها لاتفاقية الضمانات النووية والسماح لمفتشي الوكالة بحرية أكبر لإجراء حملات تفتيش مفاجئة في منشآتها النووية. ولكن في بواكير عام 2004، وفي الوقت الذي بدأ فيه المأزق الأمريكي في العراق يزداد سوءاً، تشجعت إيران على التنصل من اتفاقية أكتوبر 2003. وكانت ردة فعل الثلاثي الأوروبي التهديد بإحالة قضية إيران إلى مجلس الأمن التابع للأمم المتحدة. ونتيجة لذلك تم التوصل إلى اتفاقية جديدة في نوفمبر 2004، وافقت فيها إيران على تعليق برامج التخصيب والمعالجة. وفي المقابل، وافقت الدول الأوروبية الثلاث على أن تمنع، للمرة الثانية، إحالة الملف إلى مجلس الأمن. ولكن في نهاية الأمر، يكمن أحد العوامل الرئيسية لتحديد نجاح أو فشل المفاوضات بين الثلاثي الأوروبي وإيران في مدى استعداد الولايات المتحدة لإقرار ودعم اتفاقية بين الطرفين.
