تحلل هذه الدراسة سياسة "الاحتواء المزدوج" التي تنتهجها الولايات المتحدة الأمريكية على أساس النظرية القديمة لتوازن القوى، كما تبحث تحديدا إلى أي مدى يمثل هذا النهج جزأ لا يتجزأ من الفكر الاستراتيجي الأمريكي في منطقة الخليج العربي. ويعتمد هذا البحث على فرضية: أنه بينما يمكن أن تسهم سياسة الاحتواء المزدوج في تحسين السياسة الأمريكية في الخليج العربي، نجد أنها مكبلة بالعديد من القيود، مما يلقي بظلال من الشك على إمكانية تطبيقها ككل، ومن المحتمل ألا تتمكن هذه السياسة من تحويل الهيكل الأمني في منطقة الخليج العربي إلى الحد الذي يكون فيه مستقرا بحكم طبيعته، وألا يصبح على شفا أزمة دائمة. ومن الخيارات الجديرة بالتفكير مبادرة سلام متعددة الأطراف تتزعمها الولايات المتحدة الأمريكية، وتضم دول مجلس التعاون لدول الخليج العربي كما تضم إيران والعراق، بيد أن تلك المبادرة تعترضها عوائق مهمة، منها أن المؤلف يعتقد أن مزايا هذه المبادرة ومساوئها تحتاج إلى مناقشة صريحة وتفكير جاد إذا أريد لمنطقة الخليج أن تشهد توازنا أمنيا مستديما.
