وهو يهدف الى المقارنة بين درجة التقدم التي حققتها قضية حقوق الانسان على المستوى العالمي منذ الإعلان العالمي لحقوق الانسان (1948)، مروراً بمؤتمر فيينا (1993)، وانتهاء بتأثير التجليات السياسية للعولمة من ناحية، وبين درجة العدوان على حقوق الانسان وانتهاكاتها على المستوى العربي من ناحية ثانية. ويبحث الكتاب قضايا عدة مرتبطة بهذا الموضوع مثل الديمقراطية والمشاركة السياسية والتنمية ونظرة الإسلام الى حقوق الانسان وإشكالية العالمية والخصوصية بما تتضمنه من الحقوق المتنازع عليها، ويلقي الضوء على الفهم الغربي لحقوق الانسان الذي تجري عولمته، وخصوصاً الفهم الأمريكي الذي يحاول استغلال هذه القضية بطريقة انتقالية لا تصدر عن حرص والتزام، وانما تقصد الى ابتزاز من يخرج عن نطاق السيطرة الأمريكية بعقوبات أو حصار، مبيناً ضرورة تفعيل آليات حماية حقوق الانسان الدولية والإقليمية استنادا الى المواثيق ذات الصلة واعلان المنظمات. يتألف الكتاب من اثني عشر فصلاً، وينقسم الى ثلاثة أقسام. الأول: "حقوق الانسان في الإطار العربي"، والثاني: "حقوق الانسان في الإطار الإسلامي" أما الثالث فهو: "حقوق الانسان في الإطار العالمي". وقد شارك فيه كل من : برهان غليون ورعد عبودي بطرس واسامة عبد الرحمن ومحسن عوض ومحمد عبد الملك المتوكل ورضوان زيادة وسامي عوض أبو ساحلية ومحمد فائق وظريف عبدالله ومحمد فهيم يوسف ومصطفى الفيلالي وعبد الله عبد الدائم.
