يقدم المؤلّف في هذه الدراسة أهم المقاربات البيئية وأكثرها قدرة على تحليل نظام "التنازع في شأن المياه المضاد" للمصالح القومية، مع اقتراح البدائل الموضوعية لربح رهانات وتحديات التوترات المائية المستدامة والمعقّدة في منطقتنا العربية. ويستبعد المؤلّف الحديث عن وجود "نظرية" بيئية في العلاقات الدولية من دون الاهتمام برزمة من المفاهيم الأساسية المترابطة، كالتنمية المستدامة، والمسؤولية المشتركة، لكن المتباينة للدول، والمفاضلة بين المكاسب والخسائر، وتعزيز آليات الدبلوماسية الخضراء في المفاوضات الكونية والإقليمية على حدٍّ سواء. ويرى أن مجال التنظير البيئي لم يحظَ بعد، في وطننا العربي، بالمكانة اللازمة في مجال العلاقات الدولية المتشابكة بين الدول والفاعلين من غير الدول (كالمنظمات غير الحكومية) على حدّ سواء. وفي بنائية منهجية محكمة يقرن الكاتب بين ما هو نظري مخصص لـ "النظرية البيئية" في العلاقات الدولية (في القسم الأول) بما هو عملي مخصص للبحث عن مقارنة عربية في المسألة المائية (في القسم الثاني). ويخلص المؤلف إلى أن تحقيق "الأمن المائي" لن يتأتّى إلا بمعرفة وضبط سلوك واستراتيجية الفاعلين الأساسيين، وتفاعل قواعد اللعبة المائية في الوطن العربي، والاختيارات العقلانية المتاحة لنا في ظل تشعّب وعُقَد التنازع في شأن المياه، ومنافع اللعبة المائية ورهاناتها الحالية والمستقبلية.
