نبذة النيل والفرات: إن كتاب "المصادرات والعقوبات المالية" هو في الأصل رسالة دكتوراه في الفقه وأصوله قدمها المؤلف الى كلية الدراسات العليا في الجامعة الأردنية حيث نوقشت وأجيزت بإجماع أعضاء اللجنة. وقد اهتم المؤلف بدراسة أحكام المصادرة إذ انها لا تقتصر على مجال العقوبات المالية فحسب، وإنما تشمل مجال التدابير الوقائية ومجال التعويض ومجال التدخل في الملكية الخاصة. فقد تكون المصادرة عقوبة يختارها القاضي من بين العقوبات التعزيزية عندما يرى أنها ملائمة للجريمة. وقد تكون تدبيراً وقائياً يتخذه المحتسب لمواجهة الخطورة المتوافرة في الأشياء التي لا يجوز التعامل بها. وقد تكون تعويضاً عن ضرر لحق بالمجني عليه بسبب الجريمة. وقد تكون علاجاً يقرره ولي الأمر في الظروف الاستثنائية.
