يرى المؤلّف أن أوضاع الأمن الغذائي العربي، ورثت في مطلع الألفية الثالثة إشكاليات معقّدة مُتَأََتِّيَة من الظواهر الاقتصادية والاجتماعية والبيئية، تراكمت خلال سنوات القرن العشرين، ولا سيما في النصف الثاني منه، قيّدت فاعلية البرامج الساعية إلى النمو والتنمية المؤدية إلى تدنية أعباء انعدام الأمن الغذائي، وأبطأت من سبل معالجة النقص والعجز النسبي في الغذاء، سواء على صعيد الفرد أو المجتمع، وتتقدم هذه الموروثات نمط السياسات الاقتصادية الزراعية في البلدان العربية وتباينها من حيث أسس نشأتها وتكوينها المعاصر. لذا، يتطلب من السياسات الاقتصادية العربية اعتماد برامج وقائية للأمن الغذائي في مواجهة التغيرات المحتملة من جرّاء تحرير التجارة الزراعية. ويعتقد المؤلِّف أنه يمكن حصر فاعلية هذه السياسات في مستويين؛ الأول: تفعيل السياسات الاقتصادية القطرية، ولا سيما فيما يخص دور الدولة في المساهمة بهذا المجال، والثاني: اعتماد سياسات قومية تسعى إلى إيجاد تكتلات اقتصادية زراعية على الصعيد الإقليمي. ويولي المؤلّف الدراسات المستقبلية في مجال الغذاء أهمية بالغة بصفتها جزءاً من مستقبل الرفاهية الاقتصادية والاجتماعية لأفراد المجتمع العربي، ويفترض أن تعتمد عليها استراتيجية الأمن الغذائي في البلدان العربية، وترتبط بها دراسات استشراف ممكنات ووسائل تنظيم الأوضاع الأمنية للغذاء، سواء من حيث السياسات أو البنى المؤسسية، مع الأخذ بنظر الاعتبار الممكنات الداخلية والاعتبارات الخارجية، لتؤدي مجتمعةً بيئة تستهدف خفض النقص من الغذاء وتدنية الفقر والقضاء على الجوع، ولا سيما في البلدان العربية الأقل نمواً.
