يشغل موضوع مجلس التعاون لدول الخليج العربية، حيزاً كبيراً لدى الباحثين المتخصصين في منطقة الخليج العربي، وذلك من ناحية دوافع إنشائه والأزمات التي مر بها وجهود قادته الحثيثة لتطويره. تهدف الدراسة إلى صياغة نظرية سياسية وأمنية لدول مجلس التعاون لدول الخليج العربية وفق تصور نابع من المصلحة الوطنية والقومية لدول المجلس. وتنقسم إلى ثلاثة فصول، يتناول الباحث في الفصل الأول الظروف والدوافع التي أدت إلى تأسيس مجلس التعاون لدول الخليج العربية، وأهدافه، والهيئات التي يتألف منها المجلس ومهامها في السياق الأمني لدول المجلس. فيما يتناول في الفصل الثاني تعريف بعض المفاهيم المتعلقة بالدراسة كمفهومي التعاون والنظام الإقليمي الفرعي، إضافة إلى الخصائص العامة التي تميز دول مجلس التعاون وتجمع بينها، وكذلك مرتكزات النظرية السياسية للمجلس من خلال استعراض النظام الأساسي له. أما الفصل الثالث فيتناول مفهوم الأمن ومضامينه المختلفة، إضافة إلى مقومات الأمن الجماعي لدول مجلس التعاون ومبادئه وأبعاده، ثم التهديدات الأمنية القائمة والمحتملة التي تواجه المجلس. ويبلور الباحث في الجزء الأخير من هذا الفصل سيناريوهات تحقيق الأمن الجماعي لدول مجلس التعاون، وذلك من خلال خمسة مستويات، المستوى الأول متصل بمجلس التعاون الذي يعد الركيزة الأولى للأمن، والمستوى الثاني يتعلق بدول إعلان دمشق التي تضم مصر وسوريا إلى جانب دول المجلس الست، والمستوى الثالث هو مستوى الدفاع العربي المشترك باعتبار أمن دول المجلس جزءاً لا يتجزأ من الأمن القومي العربي، والمستوى الرابع هو مستوى مجابهة أو تحييد الدول الإقليمية وتسوية النزاعات معها، والمستوى الخامس هو البعد الدولي.
