هذه الدراسة عبارة عن محاولة لصياغة تصور لأمن دول مجلس التعاون لدول الخليج العربية، وهنا يريد الباحث أن يقرر بعض الحقائق: 1-إن مفهوم الأمن ليس مفهوماً جامداً، بل هو مفهوم دينامي يتطور بتطور الظروف. 2-إن مرتكزات الأمن لدولة ما أو لمجموعة من الدول ترتبط ارتباطاً وثيقاً بالأوضاع والمعطيات والعوامل المحلية والإقليمية والدولية. 3-إن مدرك الأمن في هذه الدراسة يستعمل بالمفهوم الشامل الذي يضم كافة الأبعاد العسكرية والاقتصادية والاجتماعية والسياسية والجغرافية والسكانية... الخ. 4-إنه لا بد من التنبيه على أنه إذا كان الفقه السياسي العربي يستطيع أن يميز بين مفهومي الأمن الوطني (الذي يتعلق بدولة ما) والأمن القومي الذي يتعلق بالأمة العربية، فإن الباحث يود أن ينبه على أن الأمن الجماعي لدول مجلس التعاون لدول الخليج العربية يعتبر جزءا لا يتجزاً من الأمن القومي العربي الشامل.
تهدف هذه الدراسة إلى صياغة نظرية سياسية وأمنية لدول مجلس التعاون لدول الخليج العربية. ويقدم المنهج الذي انتهجه الباحث في سياق التحليل على أساس تأصيل وتعريف المفاهيم والبناء التدريجي لمرتكزات نظرية للأمن الجماعي لدول مجلس التعاون، وقد فضل الباحث هذا المنهج لعدة أسباب: يمتاز مفهوم الأمن كمدرك بأنه من نوع المفاهيم التي يمكن أن تسمى "التكوينات" ويمكن تسميتها المفاهيم المركبة، وهي التي تجمع في مضامينها معاني عدة تمتاز بنوع من الغموض والوضوح والحقيقة والتضليل في الوقت ذاته. 2-يتم تناول مفهوم أمن الخليج العربي عادة في نطاق الحديث عن المصالح الغربية (وخاصة الأمريكية) في المنطقة، واستعمل للتعبير عن كيفية "تأمين" المصالح الغربية في المنطقة، وليس لصيانة أمن دول مجلس التعاون لدول الخليج العربية. 3-تطمح هذه الدراسة إلى أن تضع تصوراً للأمن نابعاً من المصلحة الوطنية والقومية لدول مجلس التعاون لدول الخليج العربية.
