إن وجود الإدارة طرفاً في العلاقة قانونية مع الأفراد، بما تتمتع به من سلطات وإمتيازات كثيرة لا شك يؤدي في كثير من الأحيان إلى إرتكاب الإدارة بعض الأخطاء عندما تصدر قراراتها دون رؤية أو على عجل، وقد يحدث أن تتجاهل الإدارة بعض القواعد القانونية التي سنها المشرع حفظاً على مصلحة الأفراد. ولما كانت الإدارة في إتصال مستمر مع الأفراد فقد تؤدي هذه الأخطاء إلى الأضرار بهم، ومن مقتضيات العدالة ومقوماتها أن تخضع الإدارة لحكم القانون وأن تكون كلمة القانون هي العليا، ولا بد لذلك من تنظيم رقابة قضائية على أعمال الإدارة تضمن سيادة حكم القانون. تتناول هذه الدراسة موضوع الرقابة على أعمال الإدارة من خلال تقسيمه ثلاثة أبواب: الأول خصصه الكاتب للبحث في مبدأ المشروعية، أما الباب فتناول فيه نشأة القضاء الإداري وتنظيمه، بينما تعلق الباب الثالث بموضوع قضاء الإلغاء، وفق التفصيل التي: الفصل الأول: مصادر مبدأ المشروعية، الفصل الثاني: موازنة مبدأ المشروعية، الفصل الثالث: الرقابة على أعمال الإدارة؛ الباب الثاني: نشأة القضاء الإداري وتنظيمه، الفصل الأول: نشأة القضاء الإداري وتنظيمه في فرنسا، الفصل الثاني: نشأة القضاء الإداري وتنظيمه في مصر، الفصل الثالث: نشأة القضاء الإداري وتنظيمه في الأردن؛ الباب الثالث: قضاء الإلغاء، الفصل الأول: شروط قبول دعوى الإلغاء، الفصل الثاني: أوجه الطعن بالإلغاء، الفصل الثالث: إجراءات رفع دعوى الإلغاء والحكم فيها...
