ويتعين علينا قبل الدخول في دراسة هذه النظرية ان ندرس بعض الموضوعات الهامة التى تدور حول التعريف بالقانون الإداري في باب تمهيدي لأنها تعتبرتمهيدا لابد منه لدراسة النظرية العامة للقانون الإداري بما تتضمنه من أسس ومبادئ.
ومن هذا المنطلق فإنه يجب علينا ان ندرس هذه الأسس والمبادئ التى يقومعليها القانون الإداري من جهة وان نبجث في كيفية تطبيق هذه المبادئ والأسس في مصر من جهة أخرى.
