إن "عامل الطاقة" و "سياسة الطاقة" تمثل عنصراً رئيسياً في فهم التأثيرات الروسية والتوجهات الروسية، فقد أصبح لدى موسكو احتياطيات مالية ضخمة تكونت خلال فترة ارتفاع أسعار النفط بدرجة مكنتها من حيازة موارد، حددت كثير من معالم سياستها الخارجية، كما أنها استخدمت خطوط الغاز الممتدة إلى القارة الأوروبية كأداة تأثير أثارت العالم الغربي في فترات مختلفة، إضافة إلى سياسة الطاقة الخاصة بها، أصبحت عاملاً شديد التأثير في أسواق الطاقة ذاتها، بصرف النظر عن الدفاع والخارجية. إن الدراسة التي يتم نشرها في هذا العدد تتسم بأهمية خاصة، فقد أصبحت قضايا الطاقة وأمنها وسياستها من قضايا "السياسة العليا" على المستوى الدولي، ولا توجد دراسات عربية كافية تركز عليها، خاصة بالنسبة لدول مثل روسيا، كما أن الدراسة تتطرق إلى جوانب أساسية تتعلق بالكيفية التي أدارت بها الدولة قطاع الطاقة داخلياً، والأهم سياسة الطاقة خارجياً، إضافة إلى الانعكاسات الخاصة بذلك على وضع روسيا الدولي والتوازنات العالمية المرتبطة بها، أو البعيدة عنها.
