يتصاعد الجدل في الولايات المتحدة الأمريكية بشأن الوجود الأمريكي في العراق، ومختلف الأطراف السياسيين يتفقون على أن العثور على مخرج للقوات الأمريكية من العراق أصبح مشروعاً لا يحتمل التأجيل، إلا أنهم يختلفون في آلية الخروج وتوقيته. دعا محللون وسياسيون إلى انسحاب كامل وعاجل من العراق، قائلين: إن مخاوف العراقيين من هيمنة أمريكية على العراق ستتزايد إذا لم يتم تحديد موعد للانسحاب، وإن الإعلان عن انسحاب وشيك سيمكّن القادة العراقيين من التعاون، وسيجعل العراقيين أقل ترحيباً بالمتمردين، وسيضعف أوار الحرب الأهلية، وسيؤدي إلى تحسين التلاحم بين قوات الأمن العراقية. ويضيف أصحاب هذا الرأي أيضاً أن الوجود الأمريكي ليس عامل استقرار، وأن العنف سيتواصل إذا انسحبت الولايات المتحدة الأمريكية، لكن الأمريكيين لن يكونوا حينئذ مسؤولين أخلاقياً أو قانونياً عن ذلك. ويجادل آخرون بأن الانسحاب السريع، قبل الانتهاء من تدريب القوات العراقية والتوصل إلى تسويات طائفية، سيعطي نتائج عكسية، ويقوّض مصداقية الولايات المتحدة، ويشجع المتمردين، ويؤجج نار الحرب الأهلية، ويزعزع الاستقرار في المنطقة، ويخلق تداعيات سلبية للدول المجاورة؛ وهذا سيؤدي إلى تدخل هذه الدول، وإلى تعريض أمن الولايات المتحدة للخطر. وقد رفضت إدارة بوش، والكثير من الجمهوريين، الانسحاب السريع من العراق، أو حتى وضع جدول زمني، وأصرت على أن الانسحاب يجب أن يكون "مشروطاً" بتحقيق تقدم في بناء الحكومة العراقية وقواتها الأمنية، وبالتغلب على المتمردين. والسؤال الرئيسي المطروح حالياً هو: ما الذي ستفعله الإدارة الأمريكية إذا لم تنجح استراتيجيتها في العراق، وإذا لم يتمكن القادة العراقيون من التوصل إلى تسوية، أو لم يرغبوا في ذلك، وإذا تفاقمت الحرب الأهلية؟
