إذا كان التخطيط بمعناه المطلق موضوعاً يخرج عن نطاق الجغرافيا، فالتخطيط الأقليمي موضوع يرتبط إرتباطاً وثيقاً بالجغرافيا، وبأسلوبها في معالجة المشاكل الاقليمية، وإن كان ذلك لا يمنع من ارتباط التخطيط الإقليمي - شأنه شأن فروع التخطيط الأخرى - بفروع كثيرة من فروع المعرفة الإنسانية والمهارات الفنية.
ولعل السبب في فشل بعض المشروعات في بعض الدول النامية مرتبط إلى حد كبير بجهل - أو ربما بتجاهل - الظروف الجغرافية، وفرض هذه المشروعات فرضاً تحكمياً - لا يراعى الظروف المحلية، كما قد يكون مرتبطاً بالرغبة في التنمية الإقتصادية - دون إدراك العلاقة الوثيقة بين الإنتاج وظروف البيئة والمجتمع.
وقد دفعني ذلك كله إلى تأليف هذا الكتاب - مساهمة مني في إبراز أهمية الجغرافيا في التخطيط الإقليمي.
