يأخذ مفهوم التخطيط الاقليمي أشكالاً عديدة وذلك كنتيجة طبيعية لتعدد الباحثين والمهتمين، بل ويمكن القول أن مفهوم التخطيط يتفاوت في شكله ومكوناته بتفاوت عوامل وظروف الزمان والمكان من جهة وتفاوت الأهداف المنشودة من جهة أخرى، فهناك التخطيط الذي يرمي الى تحقيق هدف واحد محدد بينما هناك الآخر الذي يطمح الى تحقيق أكثر من هدف وغاية، فالتخطيط الاجتماعي يختلف عن التخطيط الذي يرمي الى زيادة الدخل القومي أو تحقيق أبعاد سياسية أو قومية، وهذا ما يسمى بالتخطيط متعدد الأغراض والجوانب.
