يدفع إيزايا برلين مفهوم الحريّة إلى آفاق أبعد من حصرها في أشكال من الحقوق، أو الممارسة السياسية أو الإقتصادية أو الإجتماعيّة، وأبعد من كونها مسألة شخصية تتعلّق بالأفراد أو بكل فرد على حدة، ذلك أن الحريّة ليست مجرّد قرار يتخذه المرء، لأنها تحتاج إلى توفّر شروط ممارستها، في حين أن شروط ممارستها المرتبطة بالمجتمع وبالقوانين، مهما بلغت هذه الشروط تبقى قاصرة عن تلبية طموحات الحريّة الشخصيّة. كما أن الحريّة الشخصيّة لا يمكنها الانفلات من القوانين ومن المجتمع مما يجعلها غير متلائمة مع شروط الحرية نفسها. ويرى برلين أن الحريّة كقيمة أسمى مرتبطة بقيم لا تقل أهمية عنها مثل: العدالة والسعادة والحبّ.. ولكن مع ذلك، "ليس ثمة مكسب من جعل الحريّة متلائمة، في أيّ من معانيها، مع هذه القيم، أو مع شروط الحريّة، أو عبر مزج أنماط من الحريّة معاً". وإذا كان برلين يدافع في هذا الكتاب عن الحريّة الفرديّة (أو الشخصية) باعتبارها الانجاز الإنساني الأهم ويواجه كل أفكار الشمولية والحتمية بأسسها الفلسفيّة والدينيّة، باعتبارها معيقة للحريّة. فإنه يرى أنه لا يوجد نموذج كلّي للحريّة، أو صيغة مفضّلة للحرية الشخصيّة أو المجتمعية. والحريّة ليست القيمة الوحيدة التي بإمكانها، أو ينبغي بها، تحديد السلوك، كما أن اعتبارها غاية أمرٌ شديد التعميم "إذ يمكن لحريّة أن تجهض أخرى، ويمكن لحريّة أن تواجه عقبات، أو تفشل في خلق شروط تجعل حريات أخرى ، أو درجة أكبر من الحريّة، أو حريّة أشخاص آخرين، أمراً ممكناً". إن المعنى الأساسي للحريّة هو التحرّر من القيود، ومن السجن، ومن الخضوع لآخرين وكل ما يتبقّى هو توسيع لمجال المعنى، أو مجاز. إن النضال من أجل الحريّة يعني السعي لإزالة العقبات التي تمنع ممارستها، والصراع من أجل الحريّة الشخصيّة يعني السعي إلى كبح التدخّل والاستغلال، والاستعباد ومن طرف أشخاص غاياتهم خاصة بهم، وليس بالضحيّة.
