يدفع إيزايا برلين مفهوم الحرية إلى آفاق أبعد من حصرها فى اشكال من الحقوق ، او الممارسة السياسية أو الإقتصادية أو الإجتماعية ، وأبعد من كونها مسألة شخصية تتعلق بالأفراد أو بكل فرد على حدة ، ذلك أن الحرية ليست مجرد قرار يتخذه المرء ، لأنها تحتاج إلى توفر شروط ممارستها المرتبطة بالمجتمع وبالقوانين ، مهما بلغت هذه الشروط تبقى قاصرة عن تلبية طموحات الحرية الشخصية. كما أن الحرية الشخصية لا يمكنها الإنفلات من القوانين ومن المجتمع مما يحعلها غير متلائمة مع شروط الحرية نفسها. ويرى برلين أن الحرية كقيمة أسمى مرتبطة بقيم لا تقل أهمية عنها مثل : العدالة والسعادة والحب ... ولكن مع ذلك ، (( ليست ثمة مكسب من جعل الحرية متلائمة فى أى من معانيها ، مع هذه القيم ، أو مع شروط الحرية ، أو عبر مزج أنماط الحرية معا)) وإذا كان برلين يدافع فى هذا الكتاب عن الحرية الفرديه ( او الشخصية) باعتبارها الإنجاز الإنسانى الأهم ويواجه كل أفكار الشمولية والحتمية بأسسها الفلسفية والدينية ، باعتبارها نعيقة للحرية . فإنه يرى أنه لا يوجد نموذج كلى للحرية ، أو صيغة مفضلة للحرية الشخصية أو المجتمعية . والحرية ليست القيمة اوحيدة التى بإمكانها أو نبغى بها ، تحديد السلوك ، كما أن أعتبارها غاية أمر شديد التعميم (( إذ يمكن لحرية أن تجهض أخرى ويمكن لحرية أن تواجه عقبات ، أو تفشل فى خلق شروط تجعل حريات أخرى ، أو درجة أكبر من الحرية ،أو حرية أشخاص آخرين ، أمراً ممكناً)) إن المعنى الأساسى للحرية هو التحرر من القيود ومن السجن ، ومن الخضوع للآخرين وكل ما يتبقى هو توسيع لمجال المعنى ، أو مجاز . إن النضال من أجل الحرية يعنى السعى لإزالة العقبات التى تمنع ممارستها ، والصراع من أجل الحرية الشخصية يعنى السعى إلى كبح التدخل والإستغلال ، والاستبعاد ومن طرف أشخاص عايتهم خاصة بهم وليس بالضحية.
