تجري أحداث الرواية في عالمٍ متخيَّل ينقسم فيه العالم إلى ثلاثة دول ديكتاتورية عظمى وهي أوسيانيا،أوراسيا،إيستاسيا وثلاثة مناطق صراع دائم وهي: الهند وإفريقيا والشرق الأوسط. يتحكَّم في الدولة العظمى حزب الإشتراكية الإنجليزية وأبرز شخصياته هو المدعو (الأخ الأكبر) وهو شخصية غامضة لكنّها مسيطرة على جميع أجزاء الدولة خاصّةً الحزب الذي يأتمر بأمره وينشر الشعارات المخيفة بين النّاس مثل:(الأخ الأكبر يراقبك، الحرب هي السلام، الجهل هو القوة، من يملك الماضي يسيطر على المستقبل). وقد كانت الوزارات التابعة لهذا الحزب عبارة عن أربعة وزارات؛ وزارة الحقيقة لتزوير التاريخ وتحريف مقالات الصحف الأجنبية الحديثة وتزييف الأخبار، وزارة الحب التي تقوم بتعذيب النّاس وتعيينهم كجواسيس على بعضهم البعض وتمنع إقامة العلاقات الجنسية بالمطلق، وزارة السلام التي كانت تختصُّ بشنِّ الحروب والوزارة الرابعة هي وزارة الوفرة التي كانت تُعنى بتقنين كميات الطعام وتحديدها وتجويع النّاس.
