وكامل الخلعي، إلى موهبته الأصلية في التأليف الموسيقي، بل وعبقريته، كان عالماً من علماء الموسيقى، مطلعاً على تاريخها العربي اطلاعاً طيباً، متابعاً لأثر الموسيقى التركية فيها، وعارفاً ببعض ما كتب علماء الغرب عنها، وقد درس أعلامها من سابقيه ومعاصريه: أبو خليل القباني، والشيخ عبد الرحيم الشهير بالمسلوب، وعبده الحمولي، وإبراهيم القباني، ومحمد عثمان، وسلامة حجازي، وداود حسني، وسيد درويش ومن الكتب التي اعتز بها كتابه عن "الموسيقى الشرقية"، لأنه من الكتب الأساسية في فهم الموسيقى العربية، والإطلاع على تاريخها، ولست أفهم لماذا لا تعني دور النشر بإعادة طبع هذا الكتاب النادر القيم".
وواضح من مطالعة هذا الكتاب أن كامل الخلعي كان مضطلعاً بقواعد الموسيقى الغربية، واعياً لما يقوم بين موسيقى الشرق والغرب من موانع وحواجز أقامتها قرون التطور التي مرت بالموسيقى الغربية فنقلتها من البسيط إلى المركب، وأوسعت مجالات التعبير فيها، بينما وقفت الموسيقى العربية عند حدود تقاليدها ورفضت لغير التركبة بإجراء أي تطوير فيها.
