انحراف الأحداث ظاهرة اجتماعية عاشت في كل مجتمع، واختلفت نظرة القانونيين إلى هذا المشكل، فقديماً اعتبر الحدث المنحرف مجرماً وأنه يستحق العقاب ولا سبيل لإصلاحه إلا بالبتر حتى لا يصاب المجتمع باختلال توازنه. أما المجتمعات الحديثة، فتنظر إلى أن الأحداث غالباً، هم حتمية ظروف اجتماعية أدت بهم إلى الانحراف وسوء التكيف، وأن تهيئتهم وتدعيمهم بالمقومات الصالحة هما الحفاظ الحقيقي لقوامهم وانطلاقهم نحو أهداف اجتماعية بناءة. وفي هذا المؤلَّف يستخدم الدكتور أحمد بن عبد الله الكواري مصطلح الأحداث المخالفين للقانون بدلاً من مصطلح الأحداث المنحرفين، لما لهذا المصطلح الأخير من تأثير على شخصية الحدث وصبغها بالانحراف. ولكي يضمن الكاتب للحدث الحصول على حقوقه التي نصت عليها اتفاقيات الأمم المتحدة الخاصة بمحاكمة الأحداث، تناول موضوع قضاء الأحداث من الناحية القانونية المحضة حتى يتعرف المهتمين بشؤون الأحداث إلى تعريف الحدث وطريقة محاكمته من حيث تشكيل المحاكم الخاصة بالأحداث واختصاصاتها والإجراءات المتبعة أمام هذه المحاكم ونوعية الأحكام التي تصدرها في حق الأحداث سواء المخالفين للقانون أو المعرضين لخطر الانحراف، وذلك حتى يتسنى لهم الدفاع عن الحدث والمطالبة بإزالة مواضع القصور في هذه القوانين، والوصول فيما إذا كانت محاكم الأحداث في البلدان محل الدراسة قد حققت الأهداف التي كان يتطلع إليها الداعون إلى إنشائها. يعالج الكتاب موضوع قضاء الأحداث ضمن هذه الأسس العامة وفق المنهج الآتي: باب تمهيدي: يتناول دراسة تعريف الأحداث المخالفين للقانون وتطور النظم التشريعية بشأنهم "دراسة مقارنة". الباب الأول: تنظيم قضاء الأحداث والضمانات المقررة لحمايتهم. الباب الثاني: تناول الإجراءات المتبعة أمام قضاء الأحداث. الباب الثالث: الأحكام الصادرة عن قضاء الأحداث وتنفيذها.
