لا يكتفي "بشارة مرهج" النائب والوزير السابق في البرلمان اللبناني بالحديث عن الهوية اللبنانية وهذا أمر مطلوب في كل حين، بل نراه يتصدى للظلم والتمييز الذي كان واقعاً على مجموعات وجماعات تعيش في لبنان اعترف الجميع بحقوقها دون أن تتم ترجمة ذلك إلى فعل ملموس، بسبب نظرة ازدواجية وعقل فئوي طائفي يريد الحرية لنفسه ويحجبها عن كثيرين.
جاء الكتاب تحت عنوان "مرسوم التجنُّس رقم 5247.. القصة الكاملة" واشتمل على تسعة عناوين وملاحق تضم قوانين ومراسيم وقرارات وأحكام قضائية وقرارات وتقارير وزارية ووثائق ومستندات ومقالات وآراء عدد من الرؤساء والمحامين والأخصائيين في هذا المجال من الناحيتين القانونية والاجتماعية الإنسانية.
وفي هذا الصدد اعتبر الكتاب أنه قلما تعرّض مرسوم في لبنان إلى سوء فهم وتجنٍّ كما تعرّض له مرسوم التجنُّس الذي أصدرته الدولة اللبنانية عام 1994 بهدف رفع الظلم والحيف عن آلاف العائلات اللبنانية التي عاشت ردحاً من الزمن دون هوية ودون وضعية قانونية.
الكتاب يشرح تلك المشكلة المزمنة، لا بل تلك الخطيئة المتمادية، وكيف تم التصدي لها بدلاً من السكوت عليها أو اختلاق الأعذار للهروب من مواجهتها كما كان يحدث في العهود السابقة دونما اكتراث بحقوق الناس ومعاناتهم.
اجتهد الكتاب ليقول الحقيقة كما هي معترفاً بأخطاء حصلت ضمن العملية الإدارية للتجنيس. لهذا السبب ولغيره فإن الكتاب خاضع للنقد مستحق للحوار الموضوعي على أمل التصحيح والوصول إلى قانون عادل للجنسية يحاصر الاستنساب، ويصون حقوق الإنسان ويحدد بدقة معالم الطريق.
"إن التشريع المأمول لا يمكن أن ينطلق بعد اليوم من عقليات قديمة تأبى التطور، أو نظريات بالية تلامس العنصرية، وإنما من عقليات عصرية تلتزم العهود الدولية، ونظريات منفتحة تفهم الدولة مؤسسة للخدمة العامة، وأداة لتكريس العدالة والمساواة بعيداً عن كل أشكال المحاباة أو صرف النفوذ".
