في هذا الكتاب يتناول الكاتب عبد الله علي المالك الصباع موضوع الصعود الاستراتيجي لروسيا الاتحادية وأثره على التوازنات الدولية، للفترة (1991- 2015)
وذلك بهدف تبين واقع ذلك الصعود وتطوره وأثره على عمليات التوازن الدولي وتتمثل المشكلة البحثية في معرفة كيف تكون الدولة في حالة صعود استراتيجي، وما هو العامل الأهم الذي يدفع معه باقي العوامل إلى التأثير والأثر.
أما المنهجية المتبعة في هذا الكتاب/الأطروحة فهي دراسة حالة اختبار فروض من خلال إطار نظري طوره محمد السيد سليم في كتابه "تطور السياسة الدولية في القرنين التاسع عشر والعشرين" من خلال منهج النسق الدولي وعناصره الأربعة، وكذلك نظرية تحول القوة في العلاقات الدولية، الإطار الذي طوره أورجانسكي
أما أبرز النتائج التي توصل لها مؤلف الكتاب فهي وجود صعود استراتيجي روسي، وهذا الصعود وصل إلى مرحلة الانطلاق، ولكنه قابل للانتكاس بسبب العامل الديموغرافي المؤثر، وقد أثر هذا الصعود على عناصر التوازنات الدولية الأربعة وهي الوحدات الدولية، والبنيان الدولي، والمؤسسات الدولية، والعمليات الدولية.
فقد أسهم الصعود الروسي كما يرى الكاتب وفي وجود فاعل جديد في العلاقات الدولية هي روسيا الاتحادية ومع هبوط الاتحاد السوفيتي ظهرت لدينا – والكلام للكاتب - خمس عشرة وحدة دولية، أما من خلال البنيان الدولي فتوصلنا إلى أن البنيان الدولي يشهد تكوين نظام ثنائي القطبية وأن الدور الروسي فيه سيكون ذا تأثير
أما المؤسسات الدولية فقد ساهم الصعود الدولي في تكوين مؤسسات دولية جديدة وساهم في إعادة الدور للقواعد العرفية في العلاقات الدولية
وأخيراً وعلى صعيد العلاقات الدولية ساهم الصعود الروسي في تكامل دول الكومنولث مع روسيا والسعي نحو الاندماج
أما على صعيد عمليات الصراع الدولي فساهم الصعود الروسي في استعادة شبه جزيرة القرم. مع القيام بدور تدخلي نشيط في الأزمة السورية.
