الترجمة نشاط لغوي تواصلي ومعرفي يكون المترجم هو المسؤول فيها عن عملية التوسط اللغوي والثقافي، مؤدياً دوراً تواصلياً معرفياً من خلال استخدام مجموعة من الاصطلاحات اللغوية والأسلوبية والثقافية، تلك التي تتعلق بلغة وثقافة النص المترجَم إليه.
ولما كان أحد أهداف الترجمة يكمن في خدمة الجاليات الأجنبية التي لا تتحدث لغة البلد المُضِيف – وفي كثير من الأحيان تجهل أيضاً ثقافة هذا البلد – نشأ ما يُعرف بالترجمة التحريرية والشفوية في الخدمات العامة، وهي ما يُطلق عليها في الإنجليزية اسم Community Interpreting and Translation، ويُقصد بها تلك الجهات الحكومية التي تُقدم خدماتها للأجانب ومنها مراكز الشرطة والمحاكم والمستشفيات والوحدات الصحية ومراكز التعليم، وغيرها.
في هذا الكتاب تقدم كارمن باليرو غارثيس نموذجاً لتطبيق الترجمة التحريرية والشفوية في الخدمات العامة، تتناول فيه كل الجوانب سواءً اللغوية أو الثقافية المحضة إضافةً إلى الجوانب الخارجة عن نطاق اللغة. إن هذا الكتاب ليس كتاباً نظرياً أو تنظيمياً، بل هو عبارة عن آلية عمل تهدف إلى التفكير والممارسة، الأمر الذي يتوفر لدى أشخاص مارسوا وما زالوا يمارسون هذا العمل – أيْ دورَ الوساطة – نظراً لمعرفتهم باللغات والثقافات أو أولئك الذين يعتقدون أنه بإمكانهم القيام بهذا العمل لكنهم يحتاجون مزيداً من التأهيل.
وبالتالي هذا الكتاب موجه إلى الذين يجيدون لغتين أو أكثر وبإمكانهم القيام بدور الوسيط بين المجتمع المضيف ومجتمعهم. ولذا هو موجه إلى مهنييّ المستقبل في الترجمة التحريرية والترجمة الشفوية في الخدمات العامة بهدف تزويدهم بالمعرفة النظرية والمهارات والقدرات والأدوات اللازمة للقيام بدور الوسيط اللغوي والتواصلي والثقافي بين موظفي المؤسسات الطبية والقضائية والتربوية أو الإدارية ومرتاديها الذين يجهلون أو لا يتكلمون لغة البلد المضيف أو لا يجيدون الحديث بها.
رغم أن الهدف الأول من هذا الكتاب هو أن يكون دليلاً عملياً، فجميع فصوله مقسمة إلى ثلاثة أقسام؛ يهدف القسم الأول منه - إلى تقديم مفاهيم ومصطلحات ومعطيات ومواقف لمعرفة الواقع والتفكير حوله. أما القسم الثاني - فهو قسم عملي بشكل أساسي ويتضمن نوعين من الأنشطة؛ البعض منها موجه لغرض التفكير واستيعاب المحتوى الذي تم عرضه في القسم الأول والبعض الآخر موجه للبحث وتطبيق المهارات أو الاستراتيجيات الضرورية لإعداد المترجم التحريري/الشفوي في الخِدمات العامة. وأخيراً، يأتي القسم الثالث ليتضمن المراجع ذات الصلة بالترجمة التحريرية والشفوية...
